RE: I believe I found the solution

Theo - I'm referring to the green and black wires on the P24 cable (coming out of the PSU). At the connector, take a little wire and insert one side into the green and the other side into any closest black (into the holes of the connector on the side that would touch the MB). This is the "on switch". So make sure when you attach this wire that the PSU switch is OFF. As soon as you switch it on it will boot up.

And just to be clear, this is done on the PSU that is only going to power the P4 (CPU).
