It is a very confusing explanation and not quite accurate, I'd write it differently...but then again, I tend towards a more knowlegable audience (in e/m theory) who won't be so confused by the geeky terms I use..unfortunately, at the expense of the reasonable people who were smart enough to avoid electricity and magnetism as a career..:-)

Two things slow down the prop velocity, and both are energy storage mechanisms. At the prop velocity, both mechanisms store the exact same amount of energy....E = 1/2 CV2 = 1/2 LI2.

Capacitance, which is dielectric and geometry related, and inductance, which is the storage of energy in the cable via magnetic field lines.

Their explanation with capacitance in mind, is a little better, but the magnetic field associated with the current exists both inside and outside the conductors, for some transmission lines the magnetic field stored outside the conductor (hence no "charges") dominates the prop velocity. So using a charge to explain magnetic storage is contrary to observed reality (magnetic monopoles have not been found to exist.)

Keep on truckin, though. I'm glad you are thinking about this stuff. But don't go to far towards the dark side..:-)
