It all depends. There are many implementation variables in both the components and at the board and package level. In general the energy increases with frequency as there are more edges. But the care in layout and termination does also. In IC's there are more clumps of charge shuffling around per unit time, but the newer the technology the less charge in each clump. I don't know of any way to reliably generalize it. And that's just for the emissions, then there's the susceptibility...
I don't believe that you can know if or where problems will lie unless you do very careful elimination and measurement or have direct experience with similar designs. I just finished a thang with an LCD in it and the worst radiation was harmonics of the pixel clock radiating from the display front. The EMI engineer at the lab said that was common but it was news to me, and not good news at that! Live and learn.
