"one could build a cable that doesn't perform as well as others, - yet be very cheap."
Absolutely...and it would be a great choice for someone who couldn't afford to spend more on a cable since per the definition it would be the best performing at that price point.
"but would two people agree on what is a good cable designed by a good engineer?"
Presumably yes assuming both are shopping at identical price points and if they are sufficiently well educated to what properties good cables exhibit and both have knowledge of the relevant properties the cable in question happens to exhibit.
"As you define it, a poor performing cable can still be well engineered, (if its cost is low)."
There are those of us who may not be dealt an ideal hand and are forced to work with what is within reach for us. Low cost but higher performing cables fill a niche as compared to lower performing equally priced cables.
"I'd rather have good performing cables."
Me too, but I am stuck making my purchasing decisions while managing limited resources. For example I can predict great potential benefits to moving to superconducting speaker cords, but I don't even have request a price quote to realize they aren't going to represent much value to me in that app.
