Yes, the evitags are relevant, these are the Evident Technologies dots engineered for biological applications. The fluorescence of the dots in presence of coherent light (i.e. laser) illuminate the surrounding tissue more effectively that either MRI or the ordinary dye type tags, and last longer than the dye type. The relevance to the chip is the fluorescence; what is missing is the effect of the fluorescence on surrounding matter/material: light-matter interaction. The "semiconductor nanocrystals" are quantum dots.
