Transmission-line theory

"Transmission line theory only applies when the line is longer than a quarter wavelength."

This is an analog rule. For digital, the rule of thumb is more complicated. The rule is generally that if the signal propagates down the line and back and the edge has not finished transitioning yet, then no transmission-line effects will occur - or at least none to worry about.
