If you are using a risercard, good caps at the power supply plug into it would be worthwhile.
I still don't think that putting a PCI card onto a PCI-E buss with a riser card will do anything but hurt the sound quality, but I'm always interested to hear your experience with it. A number of things that I felt wouldn't make a different or would only make a negative impact have turned out to be good tweaks.
Hmmm... I wonder if anyone makes a PCI riser card with a separate power connector instead of having it get power from the motherboard.
