Yes, jitter can be caused by the power in the USB cable if this is used for the USB convesion.

Also, computer noise can affect the performance of the PLL in the converter. Depends on the design of the PLL and the loop filter.

If the computer power is not used and the PLL is a good one and the loop filter is done well, then the computer will have little to no effect.
