That's right. If the DAC decides to playback the data at the rate it is received, then the computer can be responsible for jitter.

Otherwise, the timing of the data sent by the computer makes no difference.

As mentioned, there are no USB devices that I know of that buffer the incoming data and re-clock it. So they are allowing the computer to be responsible for timing, which can result in jitter.
