To claim that a rod of material an inch or so away from the cord is any kind of suppression that will compromise the safety ground of this cord, would not be plausible. It provides insufficient reactance as a result of it's proximity and length.I would hope the manu of this cord makes no such statement.
NEC does not sufficiently address ground loop pickup, this is where this device is (presumeably) altering the system.
