It is possible that MC 13 is the cause of the static. The implementation is apparently new so there may be bugs. It is more likely that Vista's process scheduling is the problem.
Your signature says "Vista 32bit laptop". You might check some of the power management settings. Modern CPUs can slow down quite a bit when they are idle. That might aggravate the problem.
In your shoes, I'd first characterize the problem as closely and repeatably as possible. Then I'd snoop to see what the CPU and I/O activity looked like when you get static. Then I'd try to see which processes were responsible. Then I'd worry about a cure.
Of course, I have less need for novelty than most people. So I'm just leading a boring, uneventful life using Win XP and leaving things that work alone. I'm grateful to people like you who are finding all the problems with Vista before I make the jump to it.
