Looks promising but.... a science project isn't the same as a multi billion dollar fab for production. I wonder if IBM will scale it up for production, and who will use it? I doubt that IBM can justify that kind of investment to make their own low-volume chips.
There are no fabs that I am aware of in the US that can do 5nm process technology. Apple uses TSMC for their 5nm A14 chip used in some iDevices and the new M1 used in some Macs. Samsung is also a viable competitor. Intel has fallen behind and playing catchup. IBM has never been (as far as I know) a high volume producer though they have manufactured a few chips for some companies.
