It means Transformer Volume Control. You have several different makes Audio Zone Pre T-1, Bent Audio TAP,Music First, Bent Audio NOH(older chassis),K&K TVC, Promitheus TVC-1, DIY Paradise Maggie,Sonic Euphoria(really both AVMs)autoformer volume control..similar principle of design though and the Django TVC. There are several others that I didn't name. The least expensive is the Promitheus, followed by the DIY Paradise Maggie and Django TVC.Different names but some use the same transformers(S&B) like Oz's. Mine are made by the builder himself at Promitheus Audio..so it's much cheaper. Here's a review of the Django to give you an idea of what a TVC is.
