The reason for using 14 gauge stranded is that is what I had. The TO-3 device is a 2N3055 so it is not the regulation but a common transistor used in amplifiers and power supplies.
I have no schematic but remember a TO-220 device which is likely a LM-317 or a LM-7805 but I thought they only do an amp or two. I have no doubt but this is fairly run of the mill but it is linear, regulated and much better than the wall wart and cheap(ish) and easy to implement.
Lots of headroom as its draw is 700ma, about a fifth of the supplies capability.
