1) Never EVER give ANYONE your bank account information i.e checking and savings. Cash out is cash gone while if using a credit card, you can simply file a complaint and the credit card company can issue a credit to your account while debiting the receivers account.2) Don't use these services. Get a cash advance from your credit card bank and get a bank cashiers check (NOT a money order!) and pay that way.
PayPal has no connection to FDIC and your safety is therefore at risk and as such, Paypal does not have to abide by FDIC regulations. The system probably works most of the time. When it doesn't work and it's you, it's a big problem.
