ARC may well have used KT91s = Type I KT90s. I have a bunch of ARC KT91s that look identical to the blue-labeled VTL Type II KT90s I also have - loads of spot/tack welds, same shape sacrificial anode tab (at least that's what I've seen it referred to). These KT91s do have eight pins, rather than the 7 pins had by most 6550s/KT88s/etc. I don't know what this additional pin is for. Otherwise, they perform like you'd expect any other 6550/KT88/etc.

Were you able to compare the sonic character of Type 1(KT91) to Type 2 that you also have? And what amp did you use then?

The KT91s I've got look like Type II EI KT90s. The EI KT 90 Type IIs and Type IIIs sound the same to me in my systems. I use updated/upgraded CJ MV-75s and CJ Prem 12s.

The sonic character of type I and type II are VERY similar IMHO. I doubt you'd hear any difference. The type II biases more like a KT-88 or 6550, the type II also has a reinforcement behind the plate (thus all the spotwelds) and a slightly higher dissipation rating, but sonically they are nearly identical.I would also venture to say the sonic signature is very consistent from amp to amp. My opinions are based largely on their use in Citation II amps, although I've heard from customers who describe the sound in other amps - and it's almost the same as my description.
