I have seen some classical recordings which had Penguin on the CD case when I was browsing for some music in Borders. I'm assuming the Penguin guide and these Penguin recordings must have some connection?

I believe they are reissues from the Decca-London catalog. Not bad, per se. Just have to realize that Penguin recommendations go beyond the London catalog.EMI is my favorite reissue label. A lot of Penguin recommendations for this fine label's reissues.
Decca Legends has some extremely fine and recommendable reissues. I would go with them before the Penguin reissues due to upgrade in the sound. That is for the Decca recordings which have been critically acclaimed.
Like I indicated, the EMI vault is the place I would be (and am) looking. Testament has been reissuing some things that EMI is choosing not to. I would strongly suggest looking at the Testament reissues too.
You may have to do some research on Amazon, etc. May reward you for your time if you are serious about classical music reissues.
I don't think Penguin is a label, it is just a marketing thing to promote some select CDs that got rave reviews in the Penguin Guide.
There are various CDs from Penguin Classics. At least that is what the CD jacket shows. Not sure who the recording company is.
