Setting up Music Hall MMF 2.1

So, I finally took the plunge and picked up a turntable, the Music Hall MMF 2.1. I'm having a pretty tough time getting it set up properly, so advice is appreciated.

After following the instructions in the manual, I have a table that sounds like a child's toy turntable, with an arm that loses contact with the record surface and is likely to fly off to the right when the antiskate weight is attached.

For setup, I first leveled the table with a bubble level, both front-to-back and left-to-right. Next, I attached the counterweight to the arm. As instructed, I placed the arm between the platter and the arm holder and turned the counterweight until the arm was parallel to the plinth. Next, I adjusted the tracking force by turning the little plastic ring on the counterweight until the scale read 17.5. I attached the antiskate weight to the second ring (note: the antiskate weight line was snapped, so I had to retie it, and it's probably 1/2 inch shorter now).

When I lift the arm out of the holder, it moves to the right. I've tried increasing the tracking force, but haven't had much luck. At the recommended setting, the cartridge bounces out of the groove, and at higher settings, I still get pretty poor sound.

So, either I didn't get the secret setup manual or I just can't follow directions. Any suggestions, other than "dump that piece of crap and buy xyz," are appreciated. Thanks!
