Because it was USA which after WWII set up all the rules to profit from them. And it did. Handsomely. For decades and decades until it decided that the money will work instead of material industry.
Now China and Russia are close allies and unthinkable became reality. So Europe will be thrown away like a dirty rag and Russia will be favored with hope that it will drift away from China -a main enemy of US although some call it a competitor. US will suck out the European capital and industries becuase it can offer far better conditions and it has a lot of cheap energy unlike Europe cut by US from Russian resources. I'm not saying EU is innocent and it didn't profit too but it was from the position of faithful servant and vasal supporting American project till the moment Americans themselves totally lost their mind and started to remake the world according to their Liberal zeal. This with religious like fervor to reach the point that a statement by their president, that from now on there are only two sexes gets a standing ovation from the crowd!
Getting American weapon systems come with a string attached. You can only use it in a conflict approved by USA. This after paying up to a neck for it. Its better to pay imperial rent and forego the equipment. Also better than pacifying all the Zulus and peasants in God forsaken places opposed to American liberal business in the name of sharing the tab.
