The CM108 is one of the worst USB chips on the market, I'm convinced its using synchronous mode! The 3200 uses a software PLL to adjust the output clock to match the average of the input stream. The description of it as being "spread spectrum" is very accurate. It has a clock generator that runs at certain specific frequencies, the software switches between these frequencies as needed to keep the fifo properly filled. It might look very bad in these measurements, but I'm not convinced thats automaticaly horrible sounding. There a number of devices that use this mode of the 3200 and 1020 and wind up sounding very good.
Later this year I'm going to be doing extensive listening tests between this form of adaptive mode and the very different type used by SPACT in the 2706.
