A significant problem with computer audio is that many people expect to get high-end results from a general purpose machine even though it is busy doing other tasks. They also expect to do so without making any effort to configure it properly despite default OS settings that aim for reliability, not quality (e.g. audio mixers). Such expectations are unreasonable.BTW, for the price, I get really quite good SQ from a USB-connected EMU 0202 and a busy desktop box. I get no problems using Foobar though I do get occasional dropouts with cPlay after intensive number-crunching sessions or (oddly) when sending an e-mail with an attachment. That said, it took me a while to work out how to configure the 0202. Out of the box, it was, as you suggest, a bit grim.
