As I said, it is not clear what he is saying. The remark:

is patently not correct.
Software is software. Hardware is hardware and although sometimes software can help overcome hardware issues (as in Mechatronics), software cannot be used to correct for say impedance misatches or poor performing hardware, of which there is plenty in a PC when it comes to audio (eg power supply induced jitter).
