Sorry to hear about the accident your wife's daughter was involved in. There are countless examples of iPhone or Apple Watch crash detection automatically calling 911.
I fell off my bicycle last season. I ditched the bike and fell to the ground scraping up my knee and shoulder. It wasn't that bad. I got right up to put the chain back on my bike and all the while I'm hearing this constant beeping. I checked my Apple Watch and said something like, "we detected a fall". It displayed various responses on the screen that I could select. I chose, "I fell but I'm OK". If there was no response it would have called 911 with my coordinates.
