that any 45 amp with a volume control would make a fine preamp just by switching the output trannies to something like MQs B7 with 500 or 600 ohm impedance (I don't know if those specific trannies are adequate for this specific application, however).i would be concerned about hum from ac in the heaters so probably you should need dc heaters.
in the next months i'll be putting together a 45 amp based on a j tucker's design published by valve. i have a pair of tl-404 autoformers that are still looking for a design and i might try them in this amp and see how it performs as a preamp / headphone amp although at this point i'm not considering dc heaters.
