 looks the guy on the left is humping the garage. That's a very strange thing to do with your winkie

but I'm not sure it's a woman in the back. Anyone else have a clue?

 It's either a woman or a guy wearing a skirt.

She appears to also be wearing a cowl neck or turtleneck sweater. Is also possible she's wearing a cervical collar.

Just like with Sly and the Family Stone. I thought there was a stone! Didn't occur to me it was Sly's family (though his last name is actually "Stewart").
How long did it take for me to figure that out? First time I played There's a Riot Goin' On. The 45RPM remaster.
