I have a Systemdek IIX with the S-shaped profile tonearm. I purchased it used with a very heavy counterweight. However, the head shell is a replacement. Thus the counterweight is too heavy for the tonearm. Is there a replacement coutnerwieght I can use that would fit this tonearm? Would it be better to get a heavyer headshell? If so, what headshell do I look for? Thanks!

Even with a cartridge mounted and the counterweight moved as close as possible to the pivot? If so, that must be a very heavy counterweight!
Could you clarify something else for me? You say the headshell is a replacement and ask if you should get a heavier headshell. Yet you don't tell us what replacement headshell you already have, and how much it weighs.
There's guys on the Vinyl Asylum who have attached a coin to their headshell using damping compound to add mass. You could give that a try.
If it were me, I'd re-post your question over on Vinyl, where there might be more people who've used the arm you have. I'd also make it clear which headshell you currently have, and that you've already tried sliding the counterweight as far forward as possible.
Good luck.
