That is not a sleeve but just part of the assembly process. It is removed prior to attaching the tensioners, they just didn't show that step it in the video.
Look at how limp the filament wires are and observe that the top of the so called "sleeve" is closed to allow it to freely slide into the grid structure.

He is talking about the mirrored finish piece of whatever metal.Are you sure that gets removed? I was thinking it aid in the heat conduction of those elements.

I would have to see the whole video to make a determination or ask Eunice Kron..If it is something used to aid in building the tube that they simply remove,why didn't they have this piece prefabricated already? You could see the guy bending the piece to fit..That's the only puzzling part.I'm not saying your not right and you probably are,I just wondering tho about that process.
