I don't see the 12.75V bias supply.

There is none. That is a test point. Ohm's law, current is voltage over resistance. We have 12.75 VDC over 510 Ohms resistance, going to ground. That is solved as 0.025 A., or 25 mA. current draw through the final tube.

I think this maybe a cathode biased amp and the 12.75V is a read point? Just a WAG.See how one side has a 100-ohm pot to adjust the bias?
