You can test them only after you buy them....
I was trying to sell some tubes and the guy asked me if he could return them if they didn't test to his liking. Of course the answer was NO.

I wouldn't buy from you either, in that circumstance. You have no way of knowing if your tubes are near death, or strong.
Many testers will give you a pass at 60% or 65%, my Triplett 3423 lists at 65% and I would tell this to the buyer, giving the transconductance number in my description and a percentage of life left.
This still doesn't paint the whole picture, because some tubes can be microphonic, more than others and even though a tube tests in the acceptable range, it still may have a triode that spits, or makes noise, so putting one in a circuit and mentioning that it's 'clean' is also a good practice.
I tested a pair of RCA (GE?) 5814As the other day, I think they were. All four triode were testing above 80%, with one tube being closer to 95%, but one tube 'buzzed' in my preamp.
