I have a number of cards that I have built up over the years, one of which is an M-Audio Audiophile 2496 sitting in a box no longer being used, but I used to use it for what you describe. It will do everything you describe, although you won't have any special gaming effects that you would get from a Creative type card. I have never had any problems with the M-Audio drivers, and I have recorded via streaming radio and line in with no hick-ups. The M-Audio also works well with Linux if you ever decide to go exploring.
The M-Audio card is a reasonably good sounding card, but there are better cards these days for not much more money. The Emu 1212M is not much more money, with probably quite a bit better sound, although I don't know how it deals with gaming. I own a Lynx 2B, and when I compare the M-Audio 2496 to it I hear fairly substantial differences in the smoothness and detail the DA converters. I also recently purchased an EMU 0404 USB, and it stands well when compared to the Lynx, which is why I suggest looking into the 1212M.
