I've used it on PCs which need a tremendous and ongoing amount of de-crapifying but I haven't tried it on the Mac.

MacOS and its applications leave lots of unnecessary files behind. Includes useful duplicate file finder tool, photo analyzer and allows quick control of startup tasks.
Naturally, I also use a different version on the Mac for the virtual Win10 environment. :)
I definitely used CCleaner on new PCs because they come bloated with unwanted 3rd-party crapware - and even unnecessary crapware from the PC maker - which isn't an issue with Macs.I don't find myself installing then removing Mac Apps very often and even though deleting an App will leave remnants behind, I know where they live so I can remove them from the command line if I feel the need.
Still a useful tool IMHO.

I don't really find it necessary on my Macs. I did find it useful on my Windows PCs.

Using your example from above:
- Freeing up 220MB (or a few GB) from my 1TB SSD isn't a big deal to me.
- A few log files are not worth deleting. In fact, log files are handy IF there's ever a need for troubleshooting.
- My Trash is scheduled to empty itself automatically.
- I clear Cookies and Web cache in my browser when I feel the need. BUT they can also be set to automatically clear themselves.
- RE: "Some files require administrator rights to remove"
In the rare case that I need to dig deep to remove something I HAVE administrator rights via sudo in the terminal window command line.
Sure, CCleaner is a useful tool for some folks and highly recommended but not needed here.
