He's measuring electric and magnetic fields of a bare exposed unshielded fan outside the Mac Mini enclosure and somehow makes a subjective correlation to overall sound quality.
He does not indicate the year, model, and configuration of the Mac Mini, or the RPM of the fan, which BTW is ZERO in recent Mac Minis while playing music. My Mini's fan rarely ever comes ON. It comes ON under heavy loads like transcoding video, not while playing music.
And he did not measure acoustic noise outside the Mac Mini case.
Yeah, it might be beneficial to NOT have a fan but that assumes the fan spins and makes noise.
