All I know is what I can see in this picture:

The foil seems to be the same width on all the sections. Since there are 26 woofer traces and only 6 tweeter traces and 2 supertweeter traces (essentially in series through the tweeter's range), using the same foil for the woofer as for the tweeter would result in a significant impedance variation, e.g., if the supertweeter was 2 ohms, the woofer DCR would (if using the tweeter foil) be 13 ohms and the tweeter + supertweeter DCR 5 ohms. But in a first order series crossover, as used in the 1.7, the summed output remains flat when the impedance of a driver changes, so there's some leeway. We need some measurements!
