Edit - presuming you're talking about oil, not gasoline
First - Transport from India may be significantly cheaper. US exports are primarily from our Gulf Coast. It would have to transit the canal and then the width of the Pacific
Second - Their refineries, like the US's Gulf Coast refineries, may have been built to process heavy oil. The oil the US exports is primarily light oil from the Permian Basin.
Third - The US and the PRK don't trade with each other
I feel like I'm missing something here (not unusual, lol)

Is probably resold rooshian stock . . . directly or indirectly . . . as India has been known to do? Might be cheaper than US production even after the middleman markup. Everybody benefits: Roosha gets much needed income, India makes a small profit assisting its close and dear ally USofA with oil supplies (and tariffs?), PRK gets readily available gas for a price.
