I'm a big solar users; however, gas is far more efficient and costs less than electricity for heating. When we had a huge price spike for natural gas last January, we used our mini-splits to offset using the gas heater. Trust me, it costs for electricity with SDG&E's rates than using gas.
My other concern is cost. Most people don't have the money to replace all their gas appliances. A new stove, clothes dryer and new heat pump system goes into many thousands of dollars. Needless to say, an electric stove costs substantially more than a gas stove. Of course, we'll also say goodbye to gas fireplaces.

OK, they were gouging you, but...
Heat pumps are pretty efficient, and work well in climates like those in California (including San Diego and Berkeley).
Even work in northern New Mexico where winters can be cold.

Wouldn't you complain if you gas bill went from typically $2.25/therm to $5.05?
We didn't use our heat pumps to offset the gas usage, but we only have them in the bedrooms and the family room (installed for AC mostly). Our electric bill went up about 500 kWh using the mini-splits. At 50 cents/kWh, that's $250 more than we saved for gas at normal prices. Our typical usage in winter is about the same price for gas and heats the whole house far better than our current mini-splits systems.
Thankfully, we'd banked enough solar production that we didn't pay for it.
And don't forget that forcing everyone to buy new appliances is a regressive tax on lower income people.

Yes, agreed.
But as posted above, the Berkeley law applied to new hookups only.
We bank enough solar to charge an EV year-round plus the mini-split in the casita.
Plus a few space heaters in the house on really cold stretches because of reasons too complicated to explain.
