I believe dementia / other mental illness puts you in a category of not being able to legally own a gun or possess a CCW permit.
People with improperlly secured weapons should perhaps be held liable for the 'borrowing' of such weapons later used for illegal purposes.

Now could it be pg that many people owned their guns before they got dementia or some other mental illness and could it be that not being "able" to own or conceal carry would not deter many a mentally ill or criminal type persons from owning or concealed carrying or are these ridiculous questions?

How many is many? And what percentage of legal gun owners?
You need to also account for places like Chicago where you can't get a carry permit at all, having such a huge murder rate, from firearms. With a incredible murder rate.
You answered your own question. Criminal covers a lot of ground, like the smallest patch of which is firearms. Take care of illegal / outlaw ownership and much of the rest will take care of itself.
Issue CCW permits to ALL who are legal and without felony convictions. Make extensive trainint mandatory. I know one CCW person who atteneded AS A REFRESHER most of a day at a range under supervision / watchfull eye AND a classroom day.
Several conditions of isssue exist. 'At Will', 'Never' and California which doesn't honor ANY other states CCW permit.OH! one other thing. States have worked out ways to weed out bad / ancient drivers. Required exam frequency rises with age. Written test? Behind the wheel? Do something imilar with firearms. Dementia? Other mental illness might be a disqualifier.
Guns AVAILABLE without lock? Also bad. And those electronic locks? JUNK. A buddy had his rifle box for maybe 18 months. Opened MAYBE monthly. One day? Drill out the lock! And go ahead and check out youtube for videos of 8 year olds cracking those 'approved' boxes. The new version of the Kaba Simpllex mechanical lock is VERY tough and requires no batteries.
