The problem with steppers is they are designed to do something else, namely obtain and hold an angular position accurately. The features that allow them to do this involve large and regular variations in reluctance due to the teeth on the magnetic material (iron) of the stator.The lower reluctance at the step positions results in the motor being in a lower energy state at each of these positions. Energy must be supplied to push it out of this position after which the motor will tend to jump to the next stable position and so on. The motor jumping between positions creates cogging.
