That sounds like case 1 - doubling the belt halves the effective compliance of the link so the belt creep is also halved.The "tuned circuit" serves to reduce the motor noise at source. From Rega's description the circuit is actually variable quadrature which will reduce but not eliminate cogging in a synchronous motor.
