Rega uses the same belt on all of it's tables. They only use a double pulley for units with speed control. In addition to a quartz locked regulator with a feedback loop, the speed control also has a tuned circuit to offset any motor vibration.
It helps by reducing creep, transmiting more torque to the platter. Just the addition of a double pulley does help stabilize speed to a small degree due to less belt creep, but it is not the greatest concern of the tables at the price point being discussed. In addition, the way that speed is changed manually on Rega tables would require either yet another groove for a 45 rpm speed or the conversion to only 33 rpm.
Lastly, I believe that most motor vibration is transmitted directly into the plinth and from there either effectively dissipated or transmitted into the main bearing. That has been more damaging in terms of added noise to more tables than any amount being transmitted through the belts. As you know, the belts do dissipate much of the noise before it ever reaches the platter, that's why they are used.
