Caps resist a cange in voltage, and they would do it no matter where you put them, so why would it matter if they are between +/- or between the rails and ground? If you are using electolytics alone I can understand noise on the rails causing oscillations, but I use styrene, and have never had a problem, well not yet anyway. :-) Besides, as caps allow flow of AC, (overly simplistic as caps do not actually pass signal, but...) you would be allowing noise on one rail to get into the other, no?
