I think the reason that using a bypass cap across a big filter cap works is that the smaller value bypass is the shunt path to high frequency harmonics caused by the diodes switching off. The bypasses are usually a small value film cap, and these have a lower Z at high frequency’s that the large, more inductive main filter caps. Look at the problems harmonics cause in mains wiring heating up in office buildings that have a lot of computers in them with transformer less switching power supplys.
