The panels themselves may have low impedance at RF noise frequencies, but they are at the ends of wires and connected through transformers. The wiring between the speaker terminals and the panels is subject to induced noise, and a dead short reflects standing waves as effectively as an open-circuit in transmission line theory.
The point of R-C filters is to provide some resistive loading to damp the standing waves, not to shunt the energy.
