Well,I dunno. If a product was made with transparent, or nearly transparent tone controls, and had a "defeat" switch, and if all of the implementation was good, by one of the big names in high end, I think people would buy. Especially if the tone control was modular, and could be installed as an option. I can understand Victor's remaining quiet, as it's kind of a gray area for him to comment, as he is a manufacturer. But I guarantee he is thinking about this.
If I had the knowledge base, I'd build a tube based pre with tone control, and I know I'd be able to sell them.
