A 10 or 20 mv drift (which IIRC is voltage across a 10 Ohm resistor) is only 2 ma drift maximum.
That's of no consequence at all, and is indeed often caused by small fluctuations in AC line voltage. Sometimes your DMM will toggle digits (assuming you are using a digital meter) and fool you into thinking something's going on.
You could try a 12AY7/6072, but the 12AU7 is not a good choice IMHO.
