From your description, sounds like you need to replace the screen and grid resistors of amp #2 and rebuild the bias supply of amp #1.The $200.00 offer is low ball. In good working condition, you have a $500 pair of amps and the potential buyer probably knows this. I would find someone to repair the amps, than either keep, sell or trade.
