Availability of the Mullard Reissue tubes outside the USA?

Is it possible to buy the Mullard Reissue tubes outside the United States?

My supplier in France says to me that he can not get them, because of a problem of export licence which was refused by the United States.
Is it true? Does anyone know something on this subject?

If I try to buy by Internet from an American supplier, do you think that I should have the same problem?

And about the SED EL34s (Winged C or Flying C), my supplier cannot get them either, without giving me a particular reason.
