Only the heaters stay on when the pre-amp's power is switched 'off', so the plates and cathodes still have to 'come up' to power at 'on'. The AI does use at least one relay to try to buffer the 'on' surge, and the M3A uses several relays for this purpose. I wil eventually get to removing all these extra relays and putting a thermistor in the power supply.I notice improvement rachets up at about 20 minutes and again at about 2 hours whether or not the unit has been left plugged in. However, if you listen to your pre often, like daily, I would advise leaving it plugged in, at least while it's in its stock configuration.
I let my unit sit awhile after plugging it in, 5 minutes or so, before I switch it on. I rarely have time to listen 2 days in a row, or more than 2 days per week.
