The heater voltages should be 6.3 vac. I'd have to guess there is a bad connection that is dropping the one tube to 3.6. It won't like 3.6 for very long. The other at 7.5 is more interesting since the source is only 6.3. All the heraters are in paralell as foar as I know so there's something wrong here. If the heater voltage really is 7.5 you're cooking the poor tube and it will die soon.

I'd have to guess that the heater wiring has one lead with a bad solder connetion and that lead is shared by both tubes in such a way the measurements to ground look goofy.

I don't know what kind of a meter you're using to measure the voltages with. That might have some bearing.
