Not always, however I do not have the schematic. If your statement was 100% true, a higher gain tube would make no difference with the same voltages applied.In RF front-ends of receivers where I have most experience, the higher gain tube operated with the same parameters always results in a more semsitive receiver once the capacitance of the circuit is tuned (peaked). Interelectrode capacitance in tubes has nil effect at audio frequencies.
