in increasing gain unless you are doing something like swapping in 12AX7 for 5751 which is 100 instead of about 75.If you swap 6SN7 with 6SL7 or similar endeavour you are guaranteed to alter the amp's operating parameters.
Designers design amps revolving around the tubes the chose to use, not the other way around.
If you want low noisefloor go with special select grade of tubes of the exact replacement.
